Trends in the Renewable Energy Trading Market Following the Amendment of the Renewable Energy Development Regulations

  • 2020-05-15

In May 2019, the Renewable Energy Development Act was amended, imposing an obligation on large electricity consumers to install renewable energy power generation equipment. Currently, the Energy Bureau's initial plan is for large electricity consumers with a contracted capacity of 5,000 kilowatts or more to install renewable energy at 10% of their contracted capacity. Furthermore, the 100% Renewable Energy Initiative (RE100), which includes large companies like Google and Apple, has also driven demand for renewable energy purchases and usage across the domestic supply chain. However, once renewable energy is connected to the grid, how can users prove that the electricity they purchase is renewable? In August 2016, the Executive Yuan's Energy and Carbon Reduction Office decided to promote the establishment of the Taiwan Renewable Energy Certificate (T-REC) mechanism, designating the Bureau of Standards, Metrology and Inspection of the Ministry of Economic Affairs as a third-party impartial verification unit to measure the quality and quantity of green electricity. This includes verifying renewable energy power generation equipment and verifying its generated electricity to prove that the electricity users obtain from the grid is renewable. To promote the development of the renewable energy certificate system, the Bureau of Standards, Metrology and Inspection (BSMI) of the Ministry of Economic Affairs announced the "Implementation Measures for Voluntary Renewable Energy Certificates" on October 27, 2017, and subsequently announced amendments to the "Implementation Measures for Renewable Energy Certificates" on September 19, 2019. Each certificate is based on 1,000 kilowatt-hours of electricity. T-RECs have already received recognition from RE100 and the Carbon Disclosure Project (CDP). Large electricity consumers who obtain T-RECs can use them for greenhouse gas emissions monitoring and also benefit from securing orders in the international green supply chain. In the future, the BSMI's National Certificate Center will establish a renewable energy certificate trading platform. Both buyers and sellers will need to obtain accounts on the platform to prevent the buying and selling of certificates without proper authorization. Certificates obtained by renewable energy power generation companies or owners of self-consumed power generation equipment can be traded in either a bundled or unbundled manner. The Renewable Energy Development Act stipulates that large electricity consumers should purchase a certain amount of renewable energy electricity and certificates in a unified electricity certificate model. The electricity purchase and sale contract is signed between the user and the green energy operator through direct supply or transfer. The separation of electricity certificates applies to small enterprises. When the green energy operator sells the certificates, the generated electricity will no longer be regarded as green electricity. Regardless of whether the transaction is conducted using a unified electricity certificate or a separate electricity certificate model, the seller must bear the relevant fees and taxes as follows: [Image URL: https://pgw.udn.com.tw/gw/photo.php?u=https://uc.udn.com.tw/photo/2019/12/23/99/7235163.png&x=0&y=0&sw=0&sh=0&sl=W&fw=1050&exp=3600&exp=3600] According to KPMG's observations, as the government gradually reduces the wholesale price of renewable energy, green energy operators will begin to seek the possibility of directly signing power purchase agreements with other large electricity consumers besides Taipower. Driven by this trend, the trading volume of green electricity and renewable energy certificates will also grow year by year, with the aim of aligning with international markets.
