Germany reduced subsidies for solar energy installations starting in July 2011.

  • 2011-02-08

In Germany, renewable energy generation is purchased at a government-mandated price, with the subsidy amount then passed on to all electricity users through the electricity price structure. This year, renewable energy subsidies have reached €13.5 billion. Many power companies raised electricity prices at the beginning of the year. To prevent future electricity price increases from spiraling out of control, the German government decided to significantly reduce subsidies for solar power equipment starting in July 2011, with a maximum reduction of 15%. Furthermore, a further reduction of 9% is possible in 2012, meaning a maximum reduction of 24% within a year, bringing the price of solar photovoltaic power down to €0.2184 per kilowatt.

The market reaction to the news was mixed. Shares of companies like SMA Solar, Phoenix, Centrotherm, and Solarword rose, but shares of major players such as Conergy, Q-Cells, and Roth & Rau fell. The German Federal Association for Energy and Water (BDEW) welcomed the news, believing it would help slow competition from foreign suppliers entering the German market. According to previous estimates by the German Federal Ministry for the Environment, Conservation and Nuclear Safety (BMU), Germany's solar power generation in 2010 could reach a maximum of 5,000 MW, but the actual generation reached 17,000 MW, exceeding expectations. Minister Dr. Norbert Röttgen stated that the successful development of solar photovoltaics in Germany proves the immense potential of renewable energy, but timely policy adjustments are necessary to prevent uncontrolled electricity price increases.
