Japan modifies usage precautions for cosmetics.

  • 2014-07-03

In response to the "rhododendron alcohol incident" that occurred in the Japanese cosmetics market last year, the Japan Cosmetic Industry Association (hereinafter referred to as "Cosmetic Association") issued a "Notice on Revising the Self-Managed Standards for Precautions on Cosmetic Use" on May 30, 2014, requiring relevant companies under the Cosmetic Association to revise the precautions recorded on the containers or outer packaging of cosmetics.

On the same day, the Japanese Ministry of Health, Labour and Welfare issued a "Notice on Precautions for the Use of Cosmetics, etc." (Pharmaceutical and Food Administration 0530 No. 2), requiring cosmetic manufacturers and retailers other than members of the Cosmetics Federation to modify the relevant labels in accordance with the revised self-regulatory standards.

The specific revisions are as follows:

1. Add a reminder: "Pay close attention to your skin for any abnormalities during use."

2. In addition to the symptoms that should be discontinued, the symptoms of "fading (white spots, etc.) or dark spots" have been added.

Furthermore, according to the Cosmetic Industry Association's announcement, the new self-imposed standards require relevant companies to complete the revisions to (1) of the aforementioned amendments by November 25, 2017, with priority given to whitening cosmetics (quasi-drugs). Regarding the deadline for the revision of (2), the Cosmetic Industry Association stated that it would be best to complete it by November 25, 2017, but delays are possible depending on the actual situation.
