Japan publishes "Technical Guidelines for Risk Assessment of Priority Chemical Substances under the Chemicals Approval Law".

On March 31, 2014, the Technical Base for Product Evaluation (NITE), an independent administrative agency of Japan, published part of its independently drafted technical guidelines for Priority Assessment Chemical Substances (PACs) under the Chemical Substance Control Law (CSCL). Other materials currently being drafted are also scheduled to be published at a later date.

The guide document is divided into twelve parts, as shown below:

– Introduction

– Terminology Explanation

– Chapter 1 Preparation for the Assessment (Under Writing)

– Chapter 2 Assessment of the Harmful Effects on Physical Health

– Chapter 3 Assessment of the Harmful Effects on Ecology

– Chapter 4 Estimation of Release Rate

– Chapter 5 Exposure Assessment – Exposure Scenarios Classified by Release Source

– Chapter 6 Exposure Assessment – Exposure Scenarios Categorized by Purpose, etc.

– Chapter 7 Exposure Assessment – Exposure scenarios involving multiple release sources and residual assessment

– Chapter 8 Exposure Scenarios Utilizing Environmental Monitoring Information (Under Development)

– Chapter 9 Procedures for Exposure Assessment Based on Different Traits (Under Writing)

– Chapter 10 Risk Assessment, Prioritization, and Summary (Under Development)

Regarding risk assessment methods for priority chemical substances, the Ministry of Health, Labour and Welfare, the Ministry of Economy, Trade and Industry, and the Ministry of the Environment had already reviewed the matter at a joint review meeting in 2011, and a draft for soliciting opinions was released on September 26, 2011. The appendix, "Basic Ideas for Risk Assessment of Priority Chemical Substances under the Chemical Substances Approval Law," mentioned technical guidelines. According to the Ministry of Economy, Trade and Industry's annual work plan, NITE was designated to undertake the drafting of the relevant technical guidelines.
