Japan notifies WTO of technical trade measures

2008-07-08

On February 25, 2008, Japan's Ministry of Economy, Trade and Industry notified the World Trade Organization (WTO) of a ministry-issued ordinance (G/TBT/N/JPN/247) pursuant to the Electrical Appliances and Materials Law, the Ordinance Concerning Technical Requirements for Electrical Appliances and Materials, and the other Technical Requirements recognized by the Ministry of Economy, Trade and Industry in accordance with Section 2 of the Ordinance.

With human safety as its goal, this law requires that the following information be clearly and legibly displayed in Japanese on an easily identifiable part of the product, and that the labels not be easily worn or torn off:

a)	Year of production
b)	Design standard service life (the standard time period during which the product can be used safely under normal operating conditions).
c)	Warnings regarding potential hazards due to aging when using products past their "lifespan".

The scope of products regulated by this law includes the following electronic products:

Electric fan
Exhaust fan
Air conditioner
Washing machine (without drying function)
Centrifugal spin dryer (centrifugal spin dryer integrated with washing machine)
Television (including cathode ray tube television)

The proposed effective date for this legislation is April 1, 2009; and the period for public comment ended on April 20, 2008. The revised version of this notification, once adopted, will be published in the official gazette, "KAMPO" (Official Government Gazette).
