The European Science Committee comments on the environmental risk assessment report of tetrabromobisphenol A (TBBPA)

  • 2008-02-25

On January 15, 2008, the Scientific Committee on Health and the Environment (SCHER) of the European Commission (1) commented on the environmental impact findings of the risk assessment report on tetrabromobisphenol A (TBBPA) dated June 2007 (2). SCHER concluded that "overall, TPBPA is of good quality" .

In principle, SCHER agrees with the conclusions reached in the Risk Assessment Report (RAR). For example, the reactive use of tetrabromobisphenol A (TBPA) in epoxy resins for printed circuit boards does not pose a significant environmental risk. However, certain plastics (ABS) using TBPA as an additive have been identified as posing risks to soil, sediment, and water during the production process. Therefore, the EU adopts a Risk Reduction Strategy (RRS) to mitigate this risk, without restricting the trade and use of TBPA.

SCHER's recommendation concludes that (i) tetrabromobisphenol A may decompose into bisphenol A. This reiterates RAR's conclusion that "no risk has been identified at this stage."

The European Commission will, in accordance with SCHER's recommendations, along with the concluded RAR and RRS, publish its final recommendations on tetrabromobisphenol A in a formal journal.
