Reducing Urban Transport Carbon Emissions: Europe's 12 Most Effective Car-Reduction Measures

  • 2022-04-22

To improve residents' health, achieve climate goals, and create more livable cities, reducing car use in cities has become a top priority for many countries. However, what measures can actually help reduce car use in cities?

The most effective measures are those led by the local municipal government and combining soft and hard measures to reduce the number of vehicles.

The Guardian reported that the Lund University Centre for Sustainability Studies in Sweden collaborated with the Baden-Württemberg State Transport Office in Germany to review nearly 800 peer-reviewed reports and case studies across Europe since 2010, and used real-world data to identify the 12 most effective car reduction measures tested in European cities.

The study found that more than 75% of innovative measures that successfully reduced car use were led by local councils – particularly the most effective measures, such as city entry charges, parking and traffic controls, and restricted traffic zones.

The study also points out that adopting a single policy approach alone is not very effective. The most successful cities often combine several policy tools, using both carrots and sticks, including incentives for sustainable travel and pricing or restrictions on driving and parking.

The authors of the study said that the 12 effective measures on the list not only successfully reduced car usage, but also improved citizens' quality of life and the concept of sustainable transportation.
