The US releases its first set of industrial emissions reduction guidelines to regulate greenhouse gases.

  • 2011-02-08

The U.S. Environmental Protection Agency (EPA) released a greenhouse gas emissions reduction framework on the 10th to help industries comply with new emissions reduction standards that will take effect early next year. This is the first set of industrial emissions reduction guidelines in U.S. history.

The EPA released its emissions standards for automobiles earlier this year, and now it's time to address "stationary" facilities, namely power plants, refineries, and factories. This framework aims to help large industries such as power plants and steel mills find the best ways to reduce emissions in order to comply with the stricter regulations that will take effect on January 2, 2011. The new framework focuses on proactive "emissions reduction efficiency," rather than passively addressing how to "capture and store" carbon after emissions occur. Furthermore, the EPA believes that the technology for carbon capture is not yet well-developed, too expensive, and detrimental to industry.

The new program includes measures such as: oil refineries should replace dirty fuels with cleaner fuels, and power plants should improve electricity and energy efficiency.

Starting January 2, major emitters must report to state governments on how they plan to reduce emissions when building new facilities and how they can reduce emissions when upgrading existing facilities. EPA officials stated that for the past 30 years, whenever a new policy is introduced, the EPA has published guidelines to assist industry, based on the Clean Air Act, and this time is no exception, so it is not a major breakthrough.

Republicans opposed the Obama administration's implementation of new standards to control greenhouse gas emissions, arguing that the U.S. economy was still recovering and that doing so would harm businesses.
