California plans to establish the world's largest carbon trading market.

美國加州計畫建立世界上最大的碳交易市場，然而舊金山法官Ernest Goldsmith裁決，該計畫應先擱置，並要求加州空氣資源委員會(CARB)不可以採取任何行動，直到替代機制之研究報告完成，使加州法律具有其約束力，來確保碳排放的限制額度交易內容，可以達到減量目標。此計畫將藉由法律約束力，針對大型企業徵收碳稅，希望到了西元2020年時，加州碳排放量可以回到1990年之基準。
