Minnesota, USA, has passed legislation banning the sale of products containing triclosan.

  • 2014-07-03

In May 2014, Minnesota became the first state in the United States to pass legislation banning the sale of consumer personal care products containing triclosan.

While the U.S. Food and Drug Administration (FDA) is still reviewing and assessing the health hazards of triclosan in consumer personal care products, Minnesota has taken the lead by passing legislation banning the sale of such products. In addition to targeting triclosan, the bill also specifies the handling of certain mercury and lead-containing products and the use of formaldehyde in children's consumer products.

Despite strong opposition from the American Cleaning Institute (ACI) and its call for the state government to wait until the FDA completes a full evaluation of triclosan before drawing conclusions, Minnesota defied public opinion and announced that the ban would take effect on January 1, 2017.

Even though ACI believes that insufficient triclosan content in personal care products does not have adverse effects on human health, in April of this year (2014), Avon announced that it would gradually phase out the addition of triclosan to its products. In response to international trends, major retail brands Procter & Gamble and Johnson & Johnson also announced that they would limit the use of triclosan in their products.

For details of the bill, please refer to the annex: State of Minnesota_LS88-SF2192-5 (English).
