South Korea plans to restrict the use of five chemicals in children's products.

  • 2012-01-27

In early January of this year, the South Korean Ministry of Environment (MoE) released its 2012 annual policy report, in which some of the measures mentioned in the report are expected to be implemented this year.

MoE has been working on proposals to restrict the use of chemicals in children's products and building materials for children's facilities, with the aim of establishing a system that covers the registration and evaluation of chemical substances, commonly known as the Korean REACH regulation, which would restrict the use of toxic and hazardous substances or allow the use of certain substances.

The proposal will establish standards for evaluating the chemicals that can be used in children's products, ranging from baby bottles to restrictions on the production and sale of products that do not meet the standards. The proposal also covers a 2009 study in South Korea on safety control standards for the construction of facilities such as childcare centers and playgrounds, which the MoE plans to extend to all areas related to the construction of child-related facilities by 2016.

The control of chemical restrictions in children's products is implemented by the Ministry of Knowledge Economy (MKE) of South Korea. The MKE is responsible for setting the standard limits for permitted chemical substances and introducing relevant management mechanisms, sampling surveys, component analysis, and usage regulations. The Ministry of Environment (MoE), on the other hand, mainly conducts additional controls, especially on substances with long-term toxicity and harmfulness. The MoE explicitly restricts the use of five substances in children's products: two phthalates (DNOP and DINP), nonylphenol, vinyl chloride, and tin compounds. The limits for these five substances will ultimately depend on the results of the Ministry of Environment's risk assessment, which is expected to be finalized by mid-2012 and implemented by the end of the same year.
