EU Enforcement Forum agrees to conduct focused inspections on the ban and restriction of dichloromethane and N-methylpyrrolidone

  • 2025-07-14

The Enforcement Forum, a body under the European Chemicals Directorate-General (ECD), is composed of one enforcer from each member state and is responsible for coordinating and enforcing EU regulations. At its November meeting, the forum decided on an inspection plan...

At the Enforcement Forum meeting in November 2021, members of the Enforcement Forum agreed to implement a pilot program in the future to control the use and marketing of dichloromethane (DCM) in paint strippers and N-methylpyrrolidone (NMP) used in the workplace. N-methylpyrrolidone is widely used in the production of petrochemicals, electronic components and plastic materials. The program is expected to be implemented as early as the second half of 2022.

In the EU, the relevant regulations for dichloromethane and N-methylpyrrolidone are clearly listed in the REACH regulation. Annex 17 stipulates that the concentration of dichloromethane in paint strippers cannot be greater than or equal to 0.1%, while the regulation for N-methylpyrrolidone is to limit its concentration as a single substance or in a mixture to no more than or equal to 0.3%. In addition, N-methylpyrrolidone is also listed as a substance of very high concern (SVHC). If the finished product contains this substance at a concentration greater than or equal to 0.1%, it must provide safe use information to buyers and consumers in accordance with Art. 33 and upload relevant information about the finished product to the SCIP database. The relevant product regulations for these two substances in the REACH regulation are summarized as follows:

Substance nameStandards and regulationsLimiting concentrationStandard productsCommon Uses
dichloromethaneREACH Annex17≤ 0.1 wt%paint stripperspaint strippers
N-MethylpyrrolidoneREACH Annex17≤ 0.3 wt%Substances, mixturesSolvents, coatings, adhesives, engineering plastic polymerization solvents, electronic product cleaners, etc. for making lithium-ion secondary battery parts
REACH SVHC≤ 0.1 wt%Finished product

In addition to regulating the use and placing on the market of dichloromethane and N-methylpyrrolidone, Annex 17 of the REACH Regulation also stipulates strict conditions for the use of these two hazardous substances in the workplace. This enforcement forum also decided to include whether the workplace meets these strict conditions as an inspection focus.
