Draft Guidelines for Risk Assessment of Non-Food Consumer Products - Public Consultation No. 32/2008

From July 15, 2008, the European Union launched a public consultation on the draft of the Risk Assessment Guidelines for non-food consumer products. The consultation was open to the competent authorities of Member States and interested parties. The consultation period lasted three months, from July 15, 2008 to October 15, 2008.

Purpose of Consultation
This guidance is specifically designed for risk assessors in market research authorities of Member States dealing with non-food consumer products under the framework of Product Safety Directive 2001/95/EC. It aims to establish the RAPEX system to prevent or restrict products that pose serious risks to consumer health and safety. The guidance covers the following three steps:

Assess the danger of a product and the severity of any physical harm it may cause to consumers.
Assess the likelihood that consumers have indeed been harmed by its harm.
The degree of risk is estimated by considering both the severity and the likelihood.

Online Consultation
The materials provided online are only in English. Those seeking consultation can first download the draft of the Risk Assessment Guidelines for Non-Food Consumer Products to understand its details. There is a 90-minute time limit for answering questions during the online consultation. If the consultation is not completed within the time limit, the response will not be recorded. Therefore, those seeking consultation are advised to download and answer the provided questionnaire beforehand to help ensure a smooth consultation process.

It has not yet been decided whether to publish the client's submission along with the compiled consultation results, and the client needs to respond to this decision. Note: RAPEX System
RAPEX is the EU's alert system for dangerous consumer products (excluding food, medicines, and medical devices). This system facilitates the rapid and centralized processing of information between Member States, allowing the Commission to weigh preventative or restrictive measures for the marketing or use of products that pose a serious threat to consumer health and safety. The Commission publishes a weekly report (RAPEX Notification) every Friday, based on information from national agencies. This report includes product information, its potential hazards, and the measures taken by the reporting country.
