Japanese ST standard revises phthalate content in plasticized materials

  • 2011-10-26

On August 23, 2011, the Japanese Toy Safety Standard (ST-2002, 10th Edition) was revised to include new provisions on the chemical properties of toys. The revised standard specifies that the phthalate content in the plastic materials of toys must be consistent with the new Food Sanitation Law.

The new requirements for phthalate content in the ST standard are summarized as follows:

  1. Plastic materials include polyvinyl chloride (PVC), polyurethane (PU), and rubber;
  2. In designated toys, the content of DEHP, DBP, or BBP must not exceed 0.1% of the total amount of plasticizers.
  3. For the parts of (specified toys) that come into direct contact with an infant's mouth, the content of DINP, DIDP, or DNOP should not exceed 0.1% of the total amount of plasticizing materials;
  4. For parts of (specified toys) that do not come into direct contact with an infant's mouth, the DINP content should not exceed 0.1% of the total amount of synthetic resins mainly composed of PVC;
  5. PVC-containing synthetic resins should not be used in rubber tips or teething toys;
  6. For non-designated toys intended for children under 6 years of age, the DEHP content should not exceed 0.1% of the total amount of synthetic resins in PVC.
  7. For parts of toys that come into direct contact with an infant's mouth, the DINP content should not exceed 0.1% of the total amount of synthetic resins mainly composed of PVC.
  8. The test methods for phthalates have also been revised according to the different test methods for PVC-containing and PVC-free materials in the Food Safety Law.

The amendments have taken effect for ST applications received after August 23, 2011. For applications received before September 5, 2011, the existing regulations still apply.

The "temporary measures" adopted on August 10, 2011, have been repealed with the implementation of the revised ST standard provisions. Following the repeal of the "temporary measures," applications already received and those currently undergoing testing remain valid. Test reports issued by STC under the "temporary measures" are still recognized by the ST Mark program.
