BSI published EN71-8-2011

  • 2012-01-05

The British Standards Institution (BSI) recently published a new standard, EN 71-8: 2011, for toys for home entertainment. This standard replaces EN 71-8: 2003 + A4: 2009 and will become an enforceable harmonized standard upon its publication in the Official Journal of the European Union. Compliance with this standard is considered equivalent to compliance with the relevant provisions of the new Toy Safety Directive 2009/48/EC. Furthermore, any conflicting national standards must be withdrawn no later than March 2012.

challenge:

  • Products such as wading pools, climbing frames, toy houses, and tents are now explicitly included in the scope of application of the new standard.
  • In the new standard, the load for stability and strength tests should be determined based on the number of users, the location of the load (swing, slide, or rope), and the area of the platform.
  • For family entertainment toys suitable for children aged 3 or older, the requirement for finger insertion has been revised to: if a test rod with a diameter of 7 mm can be inserted into any gap or hole in the toy, then a test rod with a diameter of 12 mm should also be inserted.
  • Swings – For swings intended for children aged 3 or older, or swings where the support is less than 1 meter above the ground, an impact test on the support and an evaluation of the support geometry are added. However, this impact test is not applicable to swings where the support weighs less than 1 kg, or to two-seater swings with fall arrest rails on three sides of the seat.
  • Slides – A new testing method has been added to evaluate the angle between the sliding section and the horizontal plane, as well as the angle between the sliding section and the bottom smooth section. The requirements are 60 degrees and 120-150 degrees respectively (depending on the height of the initial sliding section).
  • Wading pools – Swimming pools with a maximum depth of less than 0.4 meters are defined as wading pools. The new standard stipulates that wading pools should meet the relevant requirements of EN71-1 for inflatable toys. However, for wading pools with rigid outer perimeters, a strength test has been added, requiring these pools to not only meet the requirements of EN71-1 but also to meet corresponding strength requirements.
