GB24613-2009 Mandatory Standard for Coatings for Toys

  • 2010-10-12

The National Technical Committee on Standardization of Coatings and Pigments has proposed the mandatory standard GB24613-2009, "Limits of Hazardous Substances in Coatings for Toys," which will take effect on October 1, 2010. This standard applies to all types of toy coatings and specifies the limits of hazardous substances, test methods, packaging labeling, and other requirements. Suppliers of coatings to toy manufacturers must ensure that their products comply with this national standard.

harmful substancesLimited Edition
  Total lead content≤600mg/kg
soluble elements銻(Sb)≤60mg/kg
砷(As)≤25mg/kg
  Volatile organic compound content≤720g/L
The sum of toluene, ethylbenzene and xylene≤30%
  benzene≤0.3%

Note: This method is only applicable to solvent-based coatings. Test after mixing according to the product's manufacturing ratio. If the amount of thinner used exceeds a certain range, test according to the recommended maximum dilution ratio.

During normal production, finished products and coatings should be tested at least once a year. Testing should also be conducted in the following situations:

• When product design/production address/formula/process/main raw materials/component ratio are updated or changed;

• When production resumes after a 3-month shutdown.

Regarding product labeling requirements, paint packaging must comply with GB/T9750 standards, and relevant labels must be clearly displayed on the packaging. For two-component or multi-component paints, the production formula must be indicated on the product packaging and user manual. For paints that require dilution during production, the dilution ratio should be indicated on the packaging or user manual.
