The Ministry of Industry and Information Technology of the People's Republic of China issued a notice entitled "Procedures for Formulating the Key Management Catalogue of Pollution Control for Electronic Information Products," consisting of sixteen articles. The purpose is to objectively, fairly, and impartially formulate the key management catalogue for pollution control of electronic information products, prohibiting or restricting the use of toxic and hazardous substances in these products through catalogue management. Article 5 outlines the principles that should be followed in determining which products are included in the key management catalogue:

(一)Choose products and materials with large production volume and wide application, which contain toxic and harmful substances that pose a great threat and damage to the environment and cause great harm to human health.
(二)Choose products where there are no technical obstacles and they are economically feasible to replace toxic and harmful substances with non-toxic, harmless, or low-toxic and low-harm substances.
(三)While the chosen product cannot replace toxic and hazardous substances, it can meet the limits for toxic and hazardous substances, and there are no technical obstacles to its production. It is also economically feasible.
(四)Choose products that are explicitly restricted due to severe pollution under international conventions.
(五)Choose other products that should be included in the key management list .

Other key points to note in the announcement include:

The key management catalog for pollution control of electronic information products consists of the product names of electronic information products, the types of toxic and hazardous substances restricted from use, and their usage periods. It is adjusted annually according to actual conditions and the requirements of scientific and technological development, and is gradually increased in batches.
Based on the evaluation report of the expert advisory committee, the Ministry of Industry and Information Technology (MIIT) and the Certification and Accreditation Administration of China (CCA) have determined a draft of the key management catalog for each batch, and are soliciting public opinions on the draft on the MIIT website. The period for soliciting opinions is one month.
The interval between the implementation time and the announcement time for the restriction and prohibition of toxic and hazardous substances on products included in the key management catalog is generally no less than six months.

China RoHS
The "Administrative Measures for Pollution Control of Electronic Information Products" were officially promulgated on February 28, 2006, and all electronic information product companies are required to implement these measures. Manufacturers must label all electronic information products sold in China with information on the toxic or hazardous substances or elements contained in their products, their environmentally friendly usage period, and whether they are recyclable.

Phase 1 – Only self-declaration and labeling are required.
Phase Two – Products included in the key management catalog will be required to pass 3C verification before they can be imported or sold in China.
