EU Hazardous Substances Directive, 30th Revision No. 36/2008

In the Official Journal of the European Union, published on September 15, 2008, the Commission announced Directive 2008/58/EC, which was decided on August 21, 2008, and it came into effect on October 5, 2008. This was the 30th amendment to the Dangerous Substances Directive 67/548/EEC, and all EU member states were required to transpose the directive into their domestic law by June 1, 2009.

Revisions to 2008/58/EC
Directive 2008/58/EC amends the regulations of Directive 67/548/EEC regarding the classification, packaging, and labeling of hazardous substances. This is because the classification and labeling information for some new substances or existing substances needs to be updated. The list of substances in Annex I is as follows:

It lists more than 800 chemical substances (nearly 290 of which are carcinogenic, mutagenic, or toxic for reproduction).
380 new substances
The classification and labeling of 516 substances were modified.
Three substances were deleted.
Remove Note 6 and related materials from Appendix I.

Its main revision directions are:

For example, benzene has been classified as a mutagen. Therefore, all substances containing benzene should be classified separately.
The primary cause of allergic reactions to nickel-containing alloy products is the amount of nickel released, not the proportion of nickel in the alloy. Therefore, Note 7, Appendix I, classifies nickel-containing alloy products based on the amount of nickel released (e.g., nickel released per square centimeter per week), rather than on the proportion of nickel in the alloy's concentration.
When test results show that a specific form of a substance has different physicochemical properties, the classification label of the substance's original physicochemical properties in Appendix I is not applicable.

For revisions to the relevant chemical substances, please refer to Directive 2008/58/EC.

67/548/EEC
In accordance with Directive 67/548/EEC (Directive on the approximation of laws, regulations and administrative provisions relating to the classification, packaging and labelling of dangerous substances), all chemical substance suppliers and importers within the EU must classify and properly label their chemical substances in accordance with this directive. SGS will closely monitor the latest developments. For any questions, please feel free to contact our customer service staff by letter or telephone.
