Japan's Ministry of Environment plans to require the comprehensive introduction of a "carbon tax" in tax reform next year

  • 2021-10-07

On the 27th, Japan's Ministry of the Environment essentially decided to call for the full implementation of a "carbon tax" based on carbon dioxide (CO2) emissions in the 2022 tax system revision, aimed at strengthening global warming countermeasures. This tax is intended as a powerful tool for achieving a decarbonized society, a signature policy of the Yoshihide Suga administration. The Ministry of Economy, Trade and Industry and the business community, wary of increased burdens, have expressed caution and will engage in comprehensive consultations on whether to impose a tax and its level by the end of the year. The Ministry of the Environment presented an outline of the proposal at a closed-door meeting of the Liberal Democratic Party's (LDP) group. It for the first time stated that measures would be taken to promote "carbon pricing," a tax on CO2 emissions to promote emission reductions. Regarding the carbon tax, a representative approach, it called for "professional and technical discussions while also considering the burden structure." However, specific tax items and tax rates were not specified, leaving further discussion. Japan introduced a "global warming countermeasure tax" in 2012 as a form of carbon tax, primarily levied on companies using fossil fuels such as oil and coal. Compared to Europe, the tax rate has been criticized for being low and ineffective in reducing emissions. The full implementation of a carbon tax may expand upon this. However, Japan already has taxes on petroleum and coal, as well as gasoline and other benzine taxes, and there's strong support for a unified adjustment across the board, leading to potential setbacks in coordination efforts. Last December, Prime Minister Yoshihide Suga instructed the Ministry of the Environment and the Ministry of Economy, Trade and Industry to explore the introduction of carbon pricing. While separate expert meetings discussed approaches, the Ministry of the Environment, which prioritizes carbon taxes, and the Ministry of Economy, Trade and Industry, which is exploring options with lower burdens on businesses, are at odds. A Ministry of the Environment official stated, "We're finally at the starting line. We need to demonstrate a serious approach to the discussions." The plan is to first pass a proposal to accelerate discussions within the government. Source: CSRone (https://csrone.com/news/7054)
