The European Commission publishes requirements for hazardous substances in its environmental labeling.

The European Commission recently published environmental labeling requirements for processed paper products, with the majority of the standards focusing on hazardous substances.

The term "processed paper products" includes envelopes, shopping bags, and stationery, but excludes products categorized as printed paper products and packaging paper products.

To apply for the EU's eco-label, commonly known as the "little flower" – for processed paper products – manufacturers must, where technically feasible, limit or eliminate the use of certain harmful substances during the processing.

The newly released environmental label requirements, in addition to specifying hazardous substances already regulated by EU regulations, also specify the conditions of use for the following particular chemical substances:

– Alkylphenol ethoxylates (APEOs) or other derivatives of alkylphenols;

– The surfactants used in deinking must be biodegradable;

– Certain biodegradable agents
