Benzene proposed to be included in Philippine chemical regulations, many products may be banned in the future!

  • 2025-07-09

The Philippines recently released a draft Chemical Control Order (CCO) regulating benzene. Benzene is widely used in chemical processes such as coatings, solvents, rubber, and dyes, significantly impacting many sectors of the industry chain. This article summarizes the key points of this draft to help you quickly understand compliance requirements and prepare for compliance.

Amid the global trend of stricter chemical management, the Philippines has released a draft Chemical Control Order (CCO) on benzene and launched a public consultation.

When the regulations are officially implemented in the future, stricter regulatory management will be implemented on the import, production, circulation and use of benzene.

CCO Benzene Control Draft Regulation Purpose: Comprehensively reduce the risk of benzene exposure
According to the draft, the Philippine government hopes that through this regulation:

  • Reducing exposure risks to human health and the environment from benzene in industrial processes
  • Raise industry awareness of the toxicity of benzene and the availability of more advanced and safer alternatives
  • Ensure that existing frameworks and appropriate preventive programs are properly implemented to mitigate, reduce and eliminate the risks associated with benzene use
  • Provides industry practitioners with operational guidance on identifying potential risks associated with benzene

Multiple categories of products are included in the prohibited restrictions
If passed, the draft will prohibit the use of benzene for the following purposes:

  • Paints, varnishes, coatings, solvents and thinners
  • Glue, contact adhesive and rubber products
  • Textile, Fabric and Leather Solutions
  • Inks and dyes
  • Cleaners and degreasers
  • Toys and other children's products

If the company still has related applications, it is recommended to immediately initiate alternative evaluation and process adjustments.

Applicable to: Whole industry supply chain
The CCO draft covers a wide range of areas, and both upstream and downstream manufacturers are responsible for applying for registration and licensing:

  • importer
  • dealers
  • Manufacturer
  • Industrial users
  • Business users

Any legal person or entity importing benzene must apply for import clearance through the agency's online Permitting and Monitoring System (OPMS). Import clearance is valid for six months. Without a permit, customs clearance and legal sales will not be possible. Registration/Import Required Documents Checklist: Master the Application Requirements at a Glance Applicants for registration or importation must prepare the following documents:

  • Environmental permit (if applicable), including:
    • Hazardous Waste Generator (HWG) Registration Certificate
    • Valid Wastewater Discharge Permit (DP)
    • Valid Air Pollution Source Equipment or Device Operating Permit (PTO)
    • Environmental Compliance Certificate (ECC)
    • Valid Pollution Control Officer (PCO) certification
    • Safety Data Sheet (SDS) in compliance with the Globally Harmonized System of Classification and Labelling of Chemicals
  • Specific process flow chart for benzene use
  • Worker Benzene Safety Training Certificate
  • On-site photos of storage/processing facilities
